UPDATE: I'M BEING RAILROADED
On Wed., Dec. 27, 2023, at about 3:50 P.M., I was sitting outside The High Tide Bar & Grill, on SE 12th & SE Madison, waiting for them to open. I had been there, as a paying customer, for bar food and soda pop, about nine times, recently. They are located near the shelter, where I'm currently living. They have a lovely, covered, outside patio. They allow customers to bring food in, and eat there. I hadn't interacted with any customers. Sam has been with me. We've enjoyed chatting, eating nachos, drinking soda pop, watching the TV, and listening to the music.
Once, a bartender yelled at me, that I had been in the bathroom too long, that people were waiting to use the bathroom. There was nobody, waiting. I had been in the restroom less than nine minutes, total. I had to get my bags and put my scarf on, before exiting. I said, "No. I used the toilet and washed my hands." She interrupted me, yelling, agitated, about customers needing the bathroom. Every time that I used the bathroom, there, someone would bang on the door. When I'd come out, there was nobody waiting.
The next time that I went in, I told the bartender, on duty, that there had been a problem. The attorney that represents me wanted me to ask if there is a time-limit, on the bathroom. She said a bunch of things, then seemed angry. Her answer included, "I don't know. Fifteen minutes. We worry about people."
I told her that someone bangs on the bathroom door, and yells, "They've been in there, for more than twenty minutes." We had witnessed a woman doing it, to other patrons. I said, "It's not true."
On Wed., while I waiting for the bar to open, she came out, to set-up. She ignored me, for a while. Then, she came to the table, outside, where I was sitting. She said, "I'm told you were told that you were 86'd from this bar."
I said, "No." I tried to say that I had not been told that. She interrupted, "Well, I'll tell you, the bar owner said you can't come in. We don't want you here." She yelled, "Everyone has complained about you." She seemed detested.
She told me to get off the property. I asked, for her first name. I asked, for the bar's address. She refused. I had told her that I would like a police report, regarding what she was saying, it isn't true.
I waited, on the sidewalk, and tried to call Portland Police, to request a report. I spoke to a 911 dispatcher, a non-emergency dispatcher, then received a voicemail from an officer. They all said that a business could refuse service, to anyone, without cause or explanation. It is the same as inviting someone, into your home. They said that there is no law, that applies.
There is, in fact, an applicable federal, anti-discrimination law, that requires due process, to refuse service, of a business.
U.S. Army teams assigned, Canadian Royal Guard teams assigned, and my father had spoken with the bar owners, prior to me going there. I am under counter-terrorism watch. They said that I was welcome.
They have spoken, since, and the bar owner confirmed that they had not consulted with him, before refusing me, as a customer.
Today, I went to the Portland Police Bureau's Central Precinct. I asked to speak, to a detective, regarding three things. First, the status of assault case. Second, a "Known Individual Reported To Be Found," on me. Third, to request a report, on an incident that occurred, yesterday, that police had refused to report.
The desk officer, Manpreet, badge no. 92230, started to ask about the incident.
She said that I'd have to call, from her lobby, and an officer would call me, in a few hours, to make a report, by phone.
I repeated, "Three things: The status of an assault case I filed, a "Known Individual Reported To Be Found" report, on me, and an incident that three officers refused to report. They said it wasn't a crime. I'd like to speak to a detective."
She asked for the assault, case number. She went to the computer, then said returned, saying that she couldn't give me the status. She gave me the name of the officer, who took my report, by phone. She told me to call Reports/Records, for a copy. She gave me their number.
She couldn't find a "Known Individual Reported To Be Found" report, made in September. I told her that I'm a kidnapped, missing person. My family is unable to reach me. They made the report, in September, then the detective didn't return their calls. They spoke to a supervisor. We think we're being railroaded, by your police department. He said that I should come in. She gave me a "Detectives" phone number, for the department. She would not make an appointment for me, or let me speak to anyone, in person.
I told her what the bartender had said, and asked if "86'd" was a death threat? She couldn't say. I told her that the bar owner said that he hadn't refused me, as a customer. I told her that Portland Police had said that a business can refuse service, to anyone, without due process. The attorney that represents me says that it's a federal crime.
She told me that she could call someone, and they'd come in thirty minutes to an hour, to take a report, in person.
I said that I didn't want to wait, and may come back, tomorrow.
